Farmers Participation in Irrigation Management in Nagari Paninggahan, Solok Sub-District, West Sumatera

Abstract


Farmer’s participation in system design and management ensures the sustainability of the system. In the context of irrigation management in Indonesia,  enactment of law No. 20/2006 has largely emphasized the importance of farmer’s participation in irrigation management. The implication of the law is participatory irrigation development and management which involves stakeholders including government, water users association and irrigation commission. Consequently, farmers are encouraged to play more active management role. Whether farmers are actively involved? How is their involvement in terms of farmer participation at local level in the management of irrigation system? This study attempts to answer these questions which was carried out in irrigation system in Nagari Paninggahan. This study used qualitative and quantitative approach. Both secondary data and primary data were collected. Primary data was collected through key informant interview and households survey. Farmers participation is analyzed in the design or planning and during operation and maintenance of irrigation system. Overall, level of farmer participation is categorized as tokenism. Farmers participation is already recognized but they lack the power to ensure their views will be considered by decision-makers thus brings changes to the farmers. It indicates that progress of farmers participation in irrigation management in the study area is low. Several factors hinder farmers participation, the existence of water user association faced several problems such as in the management of the association. In most cases, operation and maintenance of irrigation system was conducted individually by farmers. What are the factors influence farmer participation in irrigation management in the study area need to be further analyzed.
